How revisions work
A routine refresh with the same public facts does not create a new edition. Changes to recorded data or definitions produce a separate revision with a correction note; the preceding report remains available at its original URL. A revision does not, by itself, establish why the underlying observation changed.
Reports are published only when a closed observation month has validated matching metrics from at least two source families. The source families overlap in underlying payments. Missing facts stay unavailable, and the archive does not invent historical reports where no source was recorded.
